The Outline of the National Healthcare Service System (2015-2020) issued by the State Council proposes the establishment by 2020 of three dynamically-updated databases, storing population information, health records, and medical records, covering basically the entire population, alongside a health information platform covering four levels (national, provincial, municipal, and county). Development of mobile Internet and telemedicine services will also be actively promoted. The State Council’s 13th Five-Year Plan for Deepening the Reform of the Medical and Health Care System, calls for breakthroughs in graded diagnosis and treatment, hospital management, universal medical insurance, drug supply assurance, and comprehensive supervision systems, and adoption of IT methods to promote the vertical flow of medical resources, improve the accessibility of quality medical resources, and improve the overall efficiency of medical services.

Driven by these new medical reform policies, investments in medicine and health digitalization in China have been continuously increasing, and the market for related products and services has grown rapidly. According to IDC estimates, the total expenditure on medical digitalization in China will reach 43.001 billion yuan in 2020, representing a compound annual growth of 11.1%, and the market size for clinical digitalization solutions will reach 5.217 billion yuan, representing 16.71% growth.
